MAKTABGACHA TA’LIM TASHKILOTINI SAMARALI BOSHQARISHDA RAHBARNING SHAXSIY KOMPETENSIYASINI RIVOJLANTIRISH MASALALARI

Hozirgi kunda ta’lim tizimida amalga oshirilayotgan islohotlar maktabgacha ta’lim tashkilotlari faoliyatini yanada takomillashtirishni talab etmoqda. Maktabgacha ta’lim tizimi bolalarning intellektual, ma’naviy va ijtimoiy rivojlanishida muhim bosqich hisoblanadi. Shu sababli ushbu tizimni samarali boshqarish, ta’lim-tarbiya jarayonini sifatli tashkil etish hamda pedagogik jamoa faoliyatini muvofiqlashtirish rahbarlarning kasbiy mahorati va shaxsiy kompetensiyalariga bevosita bog‘liqdir. O‘zbekiston Respublikasida maktabgacha ta’lim tizimini rivojlantirishga qaratilgan keng ko‘lamli islohotlar amalga oshirilmoqda. Jumladan, O‘zbekiston Respublikasi Prezidentining 2019 yil 8-maydagi PQ–4312-son qarori bilan tasdiqlangan “O‘zbekiston Respublikasida maktabgacha ta’lim tizimini 2030-yilgacha rivojlantirish konsepsiyasi” maktabgacha ta’lim tizimini uzoq muddatli istiqbolda rivojlantirishning ustuvor yo‘nalishlarini belgilab berdi. Mazkur konsepsiyada maktabgacha ta’lim qamrovini kengaytirish, ta’lim sifatini oshirish, pedagog va rahbar kadrlarning kasbiy salohiyatini rivojlantirish hamda boshqaruv jarayoniga zamonaviy innovatsion yondashuvlarni joriy etish muhim vazifalar sifatida belgilangan. Mazkur vazifalarni samarali amalga oshirish ko‘p jihatdan maktabgacha ta’lim tashkiloti rahbarlarining professional tayyorgarligi, boshqaruv madaniyati va shaxsiy kompetensiyalariga bog‘liqdir.

Currently, the ongoing reforms in the education system require further improvement in the functioning of preschool educational institutions. Preschool education is a crucial stage in the intellectual, moral, and social development of children. Therefore, effectively managing this system, organizing the educational process efficiently, and coordinating the work of the teaching staff directly depend on the professional skills and personal competencies of leaders. In the Republic of Uzbekistan, large-scale reforms are being implemented to develop the preschool education system. In particular, by the Decree of the President of the Republic of Uzbekistan dated May 8, 2019, No. PQ–4312, the “Concept for the Development of the Preschool Education System of the Republic of Uzbekistan until 2030” was approved, which defines the priority directions for the long-term development of the preschool education system. This concept outlines key tasks, including expanding the coverage of preschool education, improving the quality of education, developing the professional potential of pedagogical and managerial staff, and introducing modern innovative approaches to the management process. The effective implementation of these tasks largely depends on the professional training, managerial culture, and personal competencies of leaders of preschool educational institutions.
